How to say in Italian that someone or something is “the most…” or “the least…”?
To do this, we use the Superlativo relativo, which indicates that the quality of someone-something is at the highest degree of MAJORITY or MINORITY with respect to other things or people.
It refers to something-somebody having “the most” or “the least” of a certain quality.
It’s formed with the definite ARTICLE and PIÙ-MENO:

Majority → IL PIU + ADJ + di – fra – tra – in
Minority: → IL MENO + ADJ + di – fra – tra – in

– “Il Po è IL PIÙ LUNGO fiume italiano”
= The Po is THE LONGEST Italian river

– “Roma è la PIÙ BELLA città del mondo”
= Rome is THE MOST BEAUTIFUL city in the world 

PIÙ-MENO may FOLLOW the noun, in which case the article is not repeated:

– “Il Po è IL fiume PIÙ LUNGO d’Italia”
= The Po is THE LONGEST Italian river

– “Roma è LA città PIÙ BELLA del mondo”
= Rome is THE MOST BEAUTIFUL city in the world
