“Il quale” is a rather formal relative pronoun, equivalent to the more common “che” and “cui”. 

When used to express possession following the preposition DI, such as in this article, it has a peculiar construction: il quale agrees in gender and number with the person who possesses. Instead, cui agrees with the thing being possessed. Let’s see an example:

• Mia sorella, IL CUI lavoro è noioso… (My sister, WHOSE job is boring…) 
• Mia sorella, il lavoro DELLA QUALE è noioso… (My sister, WHOSE job is boring…)

The two sentences convey the same meaning, but CUI agrees with the noun masculine noun IL LAVORO (the job), whereas QUALE agrees with the feminine noun LA SORELLA (the sister).
